About ALPWAM
The African Initiative for Law and Policy on Waste Management (ALPWAM) is a registered non-profit organization based in Kampala, Uganda. We work across Africa to address one of the region’s most urgent but overlooked development challenges—unregulated and inequitable waste management.
Our mission is to transform how waste is governed through bold legal reform, progressive environmental policies, and empowered grassroots leadership. We champion a rights-based, climate-smart approach that places communities, especially women and youth, at the heart of sustainable waste solutions
community forums held across Uganda on environmental rights and waste justice

youth and women-led social enterprises incubated in circular waste economy
Empowering Law, Policy, and People for Sustainable Waste Futures in Africa
The African Initiative for Law and Policy on Waste Management (ALPWAM) was founded to address this governance gap. As a legally registered non-governmental organization in Uganda, ALPWAM envisions a future where legal empowerment, inclusive policy-making, and grassroots action converge to ensure environmental justice and sustainable development.
Africa is at a pivotal moment in its urban and environmental trajectory. Rapid population growth, expanding cities, and industrialization are generating unprecedented waste volumes. Yet, legal and policy responses remain fragmented, outdated, or weakly enforced. Communities especially the poor, youth, and women bear the brunt of mismanaged waste systems
